دفعت جائحة كوفيد-19 (كورونا) الكثير من الحكومات والمطوّرين إلى الاستعجال في محاولة إيجاد حلول تكنولوجية قد تساعد في مجابهة الوباء. ولعلّ أحد أكثر التطبيقات رواجًا حتى الآن كانت تلك التي تساهم في تتبّع مخالطي المصابين. ولكن على الرغم من شحّ الأدلة على فعالية هذه التطبيقات، أصبح الكثير من الدول أصبحت يعتمدها، بل وذهب بعضها إلى إجبار مواطنيها على استعمالها تحت طائلة المساءلة القانونية. ينطوي استخدام هذه التطبيقات على مسائل مثل حماية الخصوصية والأمان الرقمي، والكثير من الاعتبارات الأخلاقية التي يجب أن تُناقش. تحاول هذه الجلسة التطرّق إلى أبرز هذه الاعتبارات، وتحاول أن تجد آلية لتقييم هذه التطبيقات "أخلاقياً" على مستوى المنطقة.
COVID-19 has pushed many governments and developers to attempt to find quick technological solutions that can help fight the pandemic. Perhaps one of the most widespread solutions has been contact tracing applications. Despite the minimal evidence on the effectiveness of these applications, many countries are adopting them, with some even obliging their citizens to use them under the threat of holding them legally accountable if they refuse to do so. In addition to the issues of protecting privacy and digital security which these applications pose, there are many ethical considerations related to their use which must be discussed. This session will discuss the most important considerations and attempt to find a mechanism to evaluate these applications “ethically” at the level of the region.
