يمارس النظام المصري طيفاً واسعاً من أشكال الرقابة على الإنترنت. وفي هذا السياق، ستناقش الجلسة الآتي:
المواد القانونية التي تُشكّل أداة للرقابة على الإنترنت في مصر، مثل قانون مكافحة جرائم تقنية المعلومات وقانون تنظيم الإعلام والصحافة، بالإضافة إلى الشق التقني للحجب، وطرق حجب المواقع. كما ستتطرق الجلسة إلى دور الأجهزة والشركات في الحجب، والسياقات التي ترافق حجب المواقع.
The Egyptian regime practices a wide range of forms of censorship on the Internet. In this context, the session will discuss the following:
Legal material that constitute a tool for Internet censorship in Egypt, such as the Law on Combating Information Technology Crimes and the Law on Regulating the Media and the Press. In addition to the technical aspect of blocking and the techniques used, we will explore the role of companies and other apparatuses in blocking and the contexts in which website-blocking occurs.

A body you may never have heard of is influencing decisions about content moderation that
impact our region. The Global Internet Forum to Counter Terrorism (GIFCT) was originally formed in 2017 by Microsoft, Facebook, YouTube, and Twitter as a “shared industry database of ‘hashes’—unique digital ‘fingerprints’—for violent terrorist imagery or terrorist recruitment videos or images that we have removed from our services.” Since then, offline violence with an online aspect has become an increasing concern of policymakers, and they’ve turned to automated content moderation - and GIFCT- to address the online aspect of terrorism - a term that few legal systems, countries, or human rights experts agree on. At the same time, content from our region, including human rights documentation and important political speech, is increasingly impacted by these tools and policy decisions.

Join us for a Q&A with Nick Rasmussen, the Executive Director of GIFCT. GIFCT was recently
revamped as an NGO with an Executive Director, an Independent Advisory Committee, and
multiple working groups, and has been increasingly engaged in civil society.

Foreign intervention online, both real and perceived, has broadly undermined confidence in the authenticity of political discourse across the region and beyond. Twitter and Facebook, once touted as technology that would facilitate democratization movements across North Africa and the Middle East, have been substantially polluted by automated accounts and fake pages. State-backed information operations targeting and originating from MENA have led to a deeply polarized information landscape. Narratives pushed by these inauthentic networks are often filtered through proxy news sources. In this session, we will present important features of these campaigns and introduce examples of previous info ops. We will explain how Twitter's API can be harnessed to help civil society uncover operations that disrupt authentic political discourse online.

ساهمَ التدخُّل الأجنبي عبر الإنترنت، سواء الحقيقي أو المتصوّر، في تراجُع الثقة بصحّة الخطاب السياسي ضمن المنطقة وخارجها. على منصّتي تويتر وفيسبوك اللتين كانتا تُعتبَران في السابق كأدوات تكنولوجية تُسهِّل حركات الديمقراطية في شمال أفريقيا والشرق الأوسط، انتشرَت الحسابات الآلية والصفحات المزيّفة بكمّياتٍ كبيرة. وأدّت عمليات نشر المعلومات المدعومة من الدول، وهي عمليات تستهدف منطقة الشرق الأوسط وشمال أفريقيا أو تصدر منها، إلى نشوءِ مشهدٍ شديد الاستقطاب. أما الخطابات التي تُروِّج لها هذه الشبكات المزيّفة، فغالباً ما تعمل على غربلتها مصادر إخبارية ثانوية. في هذه الجلسة، سنستعرض أبرز خصائص هذه الحملات ونعرض أمثلة عن عمليات نشر المعلومات السابقة، وسنشرح طرق الاستفادة من الواجهة البرمجية لتطبيق تويتر من أجل مساعدة المجتمع المدني في الكشف عن العمليات التي تُعطِّل الخطاب السياسي الحقيقي على الإنترنت

تهدف هذه الجلسة إلى تأطير عواقب الأوبئة والجوائح على الفئات المجتمعية المختلفة، بما في ذلك علاقة الأوبئة وتأثيرها على الجندر من ناحية تبدل الأدوار الجندرية والعمل الرعائي؛ وكذلك أيضًا المساحات والفرص التي تُغلق أو تُفتح بفعل الوباء. كما تطرح الجلسة إشكاليات تتعلق بعلاقة الأوبئة بالعنف بأشكاله المختلفة والسياسات البيولوجية التي تتولد وتهيمن في المجتمع، ويشمل ذلك العنف المخفي الخاص بالعصر الحديث والذي يتمركز في الحيّز الرقمي.
تُعطي الجلسة لمحة تاريخية عن الأوبئة التي كان لها الأثر الأكبر في إعادة تشكيل العلاقات المجتمعية والاستجابات النسوية التي برزت في فترات مختلفة وصولًا إلى كوفيد-19، كما نستعرض أمثلة و تجارب ودروساً من آثار كوفيد-19 على النساء في مصر وعلى الصحفيات والناشطات في المجال العام في سوريا والمنطقة.
This session aims to frame the consequences of epidemics and pandemics on different societal groups, including the relationship and impact of epidemics on gender politics in terms of shifting gender roles and care work. So what are the spaces and opportunities that are being closed or opened by the pandemic?
The session also discusses problems related to the relationship between epidemics and violence in its various forms, and the biopolitics that are generated and dominate society. This includes the hidden violence of the modern era, which is rooted in the digital space.
The session will give a historical overview of the epidemics that have had the greatest impact in reshaping societal relationships and feminist responses that emerged in different periods up to Covid-19. We will explore examples, experiences and lessons from the impact of COVID-19 on women in Egypt and on journalists and activists in the public sphere in Syria and the region.

تناقش هذه الجلسة المخاطر الرقمية التي ظهرت خلال الأشهر الاخيرة بسبب انتشار وباء كوفيد-19 وطرق الحماية والوقاية، بالإضافة إلى أفضل الممارسات خصوصاً بالنسبة للعمل عن بُعد.

This session will tackle the digital dangers that have emerged in recent months due to the spread of Covid-19, and how we can protect ourselves. In addition, we will discuss the best practices regarding working remotely.

خلال هذه الجلسة، سيقوم المتحدثون الثلاثة، وهم أعضاء في "شبكة المساءلة والنزاهة" في المنطقة العربية، بالتعريف بأهمية استخدام التكنولوجيا ومنصات البيانات المفتوحة لرصد مؤشر الانفتاح، وأداء الحكومات العربية وشفافيتها. كما سيناقشون التحديات التي تواجه المواطنين في المنطقة في الحصول على المعلومات، لاسيما تلك المرتبطة بالموازنات العامة أو بأداء الحكومات بشكل عام.

The three participants and key members of the Accountability and Integrity Network (a regional network operating in the MENA Region) will discuss the importance of using technology and open data-platforms to monitor the index of openness, the performance and transparency of Arab governments, and the challenges citizens face to access information, namely in terms of general budgets or the overall performance of governments.

The session will overview both law and case law pertaining to data protection in MENA and assess the privacy implications of these legal frameworks. The legal landscape of data protection will be explored through a case study: COVID-19 contact tracing apps. The session will use Cyrilla’s database and research methodology to examine and compare law and case law pertaining to data, privacy and surveillance across jurisdictions in the Middle East.

تتطرّق الجلسة إلى القوانين والسوابق القضائية المتعلّقة بحماية البيانات في الشرق الأوسط وشمال أفريقيا، بالإضافة إلى تقييم الآثار المترتّبة على هذه الأُطُر القانونية من حيث حماية خصوصية البيانات. تبحث الجلسة في المشهد القانوني لحماية البيانات من خلال دراسة حالة محدّدة: التطبيقات المخصّصة لتتبُّع المخالطين في سياق جائحة كوفيد-19. وتستند الجلسة إلى قاعدة البيانات ومنهجية البحث الخاصّة بمبادرة "سيريلا" من أجل دراسة ومقارنة القوانين والسوابق القضائية المتعلّقة بالبيانات والخصوصية والمراقبة في مختلف نطاقات الولايات القضائية في الشرق الأوسط.

تناقش الجلسة المخاطر والتهديدات القائمة والمحتملة خلال استخدام آليات التواصل عبر الإنترنت، بالإضافة إلى الأفكار والسلوكيات الخاطئة عند التواصل عبر الإنترنت. كما ستشرح آليات التواصل الآمن عبر الإنترنت، والمعايير والشروط الواجب توافرها في وسائل وآليات التواصل الآمن عبر الإنترنت، بما يضمن الخصوصية والأمن الرقميين.

The session will tackle threats of online communication, in addition to the misconceptions and misconduct when communicating online. It will also discuss safe online communication, the standards and conditions to be met in the means and mechanisms of safe online communication. The speakers will present and explain several means and tools that guarantee people’s digital privacy and security during online communication.

احتياجات النساء من الإرشادات والدعم الخاص بالسلامة الرقمية تتميّز بطابع خاص يرتبط بتجارب النساء ووضعهن في المجتمع، وتحديداً علاقات القوة بين الرجل والمرأة. هذه الاحتياجات والتجارب الخاصة تشكل جوهر برنامج ”سلامات” الذي انطلق عام 2019 في 6 دول مختلفة في المنطقة العربية. يتخصص برنامج "سلامات" برفع الوعي حول السلامة الرقمية للمرأة في المنطقة، كما ويقدّم الدعم الفني والتقني للنساء في هذه الدول من خلال توفير هذه الخدمة لأكثر من 600 امرأة منذ بداية المشروع.
أصبح القائمون/ات على المشروع خبراء في احتياجات المرأة التقنية و تجاربها، ومخاوفها في الواقع السيبراني ومع وسائل التكنولوجية الحديثة.
ستناقش الجلسة أوجه الاختلاف و التشابه بين التجارب في الدول المختلفة، و تنقل هذه التجربة خبيرات من تونس و البحرين و الاردن.

“Gendering” digital safety is still at an infancy stage. Guidelines on, and tools for digital safety rarely take women’s specific needs into consideration. In addition to the different needs that women have, they also experience different consequences of digital safety threats and attacks than men. Women’s digital safety needs and experiences are at the core of Salam@ program, which launched in 2019 across six countries in the MENA. One of the services offered by Salam@ is addressing technical support requests coming from women across the six countries. This has been truly an eye opener to the unique experiences that women have with digital technologies.

تحاول هذه الجلسة التطرق إلى الحلول البديلة لملكية البنية التحتية للإنترنت في المنطقة العربية (أو في العالم).لماذا يجب أن نفكر كمستخدمين بالبنية التحتية وملكيتها؟ تناقش الجلسة أمثلة من مصر والأردن وأكثر من دولة على تأثير البنية التحتية وتنظيمها على إمكانية حجب الخدمات أو قطع البنية التحتية.

This session attempts to address the importance of considering alternative solutions to ownership of Internet infrastructure in the Arab region (or the world)? Why should we think about infrastructure as users? We cite examples from Egypt, Jordan, and more than one country of how infrastructure and regulation have affected the possibility of blocking services or cutting infrastructure.

عندما يعبر أحدنا عن رأيه عبر منشور على الإنترنت، عادة ما يُحفظ على المنصة المنشور عليها إلى أن يقوم أحد بإزالته. وذلك يختلف بطبيعته عن السبل التقليدية للتعبير، التي يصعب الرجوع إليها حتى لو كانت مطبوعةً بصحيفة يومية. ولكنّ التشريعات المنظِّمة للحقوق والحريات تطوّرت من دون الأخذ بعين الاعتبار أنّ أغلب ما يعبّر عنه الأفراد يبقى متاحاً في أيّ وقت. باتت بعض الدول تستغلّ بعض المنشورات الإشكالية بشكل انتقائي بهدف معاقبة الناشر ربّما لأمر آخر. بعبارة أخرى، أصبحت هذه المنشورات كموردٍ لا ينضب لأوراق الضغط التي قد تُستخدَم ضدّ الأفراد في الوقت "المناسب"، حتى وإن لم يعد أحد يرى المنشور في الواقع.
ما مدى عمق هذه المشكلة؟ وما تأثيرها على حرية التعبير عن الرأي؟ وهل يجب أن تعدّل التشريعات لتسقط الحقّ العام بالتقادم في هذه الحالات؟

When we express our opinions through an online post, the latter is usually saved on the platform on which it was published until someone deletes it. This, by itself, differs from the traditional ways of expressing oneself, which can be hard to go back to even if they were printed in a daily newspaper. However, the legislations regulating rights and freedoms have been developed without taking into account the fact that most of what people express remains available at any time. Some countries are beginning to use controversial posts selectively in order to punish their authors for other reasons. Anything that we post thus becomes a potential threat that can be used against us at the right time, even if no one is viewing the post at the current moment.
 How serious is this problem? How does it impact the freedom of expression? Should legislations be amended to impose a statute of limitations for the common right in such cases?

There have been no new laws to govern speech in Lebanon, but so many things have changed in freedom of expression.
One major change is increased connectivity of course. This led to changes in citizens' perceptions of politics, government, politicians, etc. From the October 17 uprising to the economic collapse, and the August 4 explosion, all these incidents and catastrophes exponentially opened the space for citizens to express themselves with some pushback from the state representatives. The numbers of detainees is no doubt on the rise, but the space for expression is wider now. During this session, we will discuss the potential threats, and future opportunities to gain more space for expression in Lebanon.

لم تصدر قوانين جديدة حول حرية التعبير في لبنان، ولكنّ الكثير من الأمور قد تغيرت مثل تطوّر وسائل التواصل والاتصال، وبالتالي تغيّر نظرة المواطنين إلى السياسة والحكومة والسياسيين وغيرهم/ن. وفي الاونة الأخيرة، شهد لبنان الكثير من الحوادث، من انتفاضة 17 تشرين الثاني/أكتوبر، مروراً بالانهيار الاقتصادي، وصولاً إلى انفجار 4 آب/أغسطس؛ وهي حوادث ساهمت في دفع المواطنين للتعبير أكثر عن أنفسهم في وجه المسؤولين الحكوميين. ترافق ذلك مع ازدياد أعداد الموقوفين بسبب التعبير عن الرأي، ولكنّ مساحة التعبير بقيت، بل وأصبحت الآن أوسع. خلال هذه الجلسة، سنناقش التهديدات المحتملة لحرية التعبير في لبنان، والفرص الممكنة للحفاظ على مساحة التعبير هذه وتوسيعها.

Trainers, designers and developers working in security and privacy from different regions will get to meet and learn about each other's work. The four of us will be creating activities to get to know each other, as well as to identify interests and opportunities for future collaborations.
Most importantly, we want this to be a community space, rather than a learning-oriented session. Participants will be invited to join the Human Rights-Centered Design community. The intent is for people working in design, digital security education, research, and development of security tools to feel more connected to each other.

نودّ عقد لقاء عبر الإنترنت للمتخصّصين/ات والمرشدين/ات في مجال الأمن الرقمي، وكذلك المصمّمين/ات والمُطوِّرين/ات في مجال أدوات الأمن الرقمي والخصوصية.
سيحصل المدرّبون/ات والمصمّمون/ات والمُطوِّرون/ات الذين يعملون في مجال الأمن والخصوصية من مختلف المناطق على فرصةٍ للتلاقي والتعرُّف على عمل بعضهم البعض. سوف نبتكر، نحن الأربعة، أنشطةً للتشارُك والتعرُّف على بعضنا البعض، بالإضافة إلى تحديد الاهتمامات وفُرَص التعاون في المستقبل، ولكن على شكل مساحة مجتمعية حقيقية، بدلًا من أن تكون مجرّد جلسة موجّهة نحو التعلُّم. سوف يُدعى المشاركون للانضمام إلى عالم التصميم المتمحور حول حقوق الإنسان.
يهدف هذا اللقاء إلى تعزيز التواصل والتعاون بين الأشخاص العاملين في مجال التصميم، والتثقيف حول الأمن الرقمي، والأبحاث، وتطوير أدوات الأمن الرقمي.

شهدت السنوات الأخيرة صدور مجموعة من التشريعات القانونية بهدف تنظيم الفضاء السيبراني والاتصالات الحديثة. تشابهت معظم هذه القوانين في مصر، وتونس، والمملكة العربية السعودية، ومعظم بلدان الشرق الأوسط. قيّدت التشريعات الإلكترونية حرية الرأي والتعبير على الإنترنت، وحوّلت الكثير من ممارسات التعبير عن الرأي إلى جرائم قد تودي بصاحبها إلى السجن، وذلك باستخدام عناوين فضفاضة كـ"الأخلاق العامة" و"التحريض على الفجور"، و"هدم قيم الأسرة". استهدفت تلك القوانين بشكل خاص النساء، ومجتمع الميم، والكتاب والفنانين/ات، وحتى الفتيات والمراهقات على منصات الفيديو مثل "تيك توك".
تتطرق هذه الجلسة إلى قصص مجموعة مدوِّنات الفيديو على منصة "تيك توك" اللاتي استخدمنَ المنصة للغناء والرقص لينتهي بهنّ الأمر في السجن والملاحقة القضائية والتشهير. سنناقش الآثار القانونية والسياسية والاقتصادية لهذه القضايا، ونوضح السياق الأوسع لتلك الحملة القمعية. سنبحث أيضاً في كيفية استخدام تلك القوانين لاستهداف المعارضين/ات السياسين/ات وكيفية تعميمها الآن على الجميع من أجل إحكام قبضة السلطة على الفضاء السيبراني. سنحاول البحث عن إجابات للأسئلة الصعبة حول أشكال التحرّك القانوني والشعبي لمقاومة تلك الهجمات على حرية الرأى والتعبير، وما الذي يمكن أن نتعلّمه من تلك القصص، وكيف يمكن الاشتباك معها.

The last few years have seen multiple legislations being issued to regulate cyberspace and new telecommunications. Egypt, Tunisia, Kingdom of Saudi Arabia and the majority of middle eastern countries have mostly similar legislation in this regard.

Cyberspace legislations have limited the freedom of expression online and have criminalized a number of self-expression practices, which may put their authors in prison by using umbrella terms such as “public morals”, “provocation to commit debauchery” and “destroying family values." These laws have mainly targeted women, the queer community, writers and artists, even young teenage girls posting videos on platforms such as Tiktok. This panel will tell stories collected from Tiktok female users who had used the platform to sing and dance and ended up in jail, being prosecuted and subjected to slander.

In this session, we aim to highlight the legal, political and economic repercussions of these issues, which clarifies the larger context of this oppressive campaign. We will discuss how these laws were used to target political opponents and how they are now targeting everyone to cement the hold of the authorities on cyberspace. Moreover, we will look for answers to tough questions on the forms of legal and popular action to resist these attacks against the freedom of expression, what lessons we can learn and how to engage more effectively.

تهدف هذه الجلسة إلى مناقشة تجربة مجموعة ويكيميديا بلاد الشام في توسيع نطاق عملها وقاعدة المتطوعين بصفتها تجربة رائدة على المستوى العربي. كما ستناقش التحديات والفرص التي تواجه المجموعة حالياً وفي ظل جائحة كوفيد-19.

This session aims to discuss the experience of the Wikimedia Levant Group in expanding its scope of work and its volunteer base as a pioneering experience at the Arab level, and the challenges and opportunities that the group currently faces in light of the Covid-19 pandemic.

In this session, we will present the research conducted so far on the role of digital evidence in the prosecution of the queer community, focusing on Egypt, Lebanon and Tunisia. In conducting the research as part of her fellowship project for the Berkman Klein Center at Harvard University, Afsaneh Rigot worked with in-country lawyers and experts to review court documents, legal background and laws, as well as conducting in-depth interviews with the main lawyers involved in Egypt, Lebanon and Tunisia. We will also discuss some understudied elements of the judicial systems, especially those related to using digital evidence and prosecutions of queer identity. In the session, we will be joined by Youmna Makhlouf from Lebanon and Alaa Khemiri from Tunisia, two of the prominent lawyers tirelessly working on these cases in their respective countries. We will also have an Egypt representative.

This is the first research on vital aspects of digital evidence in these prosecutions. One that will lead to many, we hope. The research and work looks to provide insight for new advocacy methods, legal strategies across-countries and to bring company change by the implicated digital companies.

في هذه الجلسة سوف نقدم البحث الذي تم إجراؤه حتى الآن حول دور الأدلة الرقمية في ملاحقة أفراد المجتمع الكويري، مع التركيز على مصر ولبنان وتونس. أثناء إجراء البحث كجزء من مشروع الزمالة الخاص لمركز بيركمان كلاين في جامعة هارفارد، عملت أفسانيه ريجوت مع محامين وخبراء في الدولة لمراجعة وثائق المحكمة والخلفية القانونية والقوانين، بالإضافة إلى إجراء مقابلات متعمقة مع المحامين الرئيسيين العاملين في مصر ولبنان وتونس. سنناقش أيضًا بعض العناصر غير المدروسة في الأنظمة القضائية، خاصة تلك المتعلقة باستخدام الأدلة الرقمية والملاحقات القضائية للهوية المثلية. تنضم إلينا في الجلسة يمنى مخلوف من لبنان وعلاء الخميري من تونس، وهما من المحامين البارزين الذين يعملون بلا كلل على هذه القضايا في بلديهما. سيكون لدينا أيضا ممثل مصر.

COVID-19 forced many humanitarian organisations to rapidly adopt digital tools like Whatsapp to share information with crisis-affected populations, and to deliver services like education, health information, and mental health support. Crisis-affeted populations increasingly have access to mobile internet access and use social media like Whatsapp and Facebook. Humanitarian organisations want to "meet people where they are," yet "where they are" may pose privacy risks.

How do we balance the right to privacy with other rights like the right to education?
How can we digitally communicate and engage with crisis-affected communities, responsibly and ethically? How might international aid organisations work with social media companies in a way that supports digital rights?

أجبر فيروس كورونا الكثير من المنظمات الإنسانية على اعتماد أدوات رقمية سريعة مثل تطبيق "واتساب" لمشاركة المعلومات مع السكان المتضررين من الأزمات، وتقديم خدمات مثل التعليم والمعلومات الصحية ودعم الصحة النفسية. أصبح الوصول إلى الإنترنت عبر الهاتف المحمو، واستخدام وسائل التواصل الاجتماعي مثل "واتساب " و"فيسبوك"، أسهل وأيسر للسكان المتضررين من الأزمات، ما سهّل على المنظمات الإنسانية "مقابلة الناس أينما كانوا". ومع ذلك، فإن "مقابلة الناس أينما كانوا" قد تشكل خطراً على الخصوصية.

يعتبر التدريب وبناء القدرات من أبرز التدخّلات التي تقودها منظمات المجتمع المدني في فلسطين والمنطقة العربية، كما يُعتبر وسيلة مهمة في تحشيد الجمهور وتحسين استجابته المجتمعية. في هذا الإطار، ستناقش الجلسة التحديات التي تواجه هذا القطاع في تقديم خدمات التدريب باستخدام الأدوات الرقمية، خصوصاً مع التحوّل الكبير في شكل تقديم الخدمات بعد واقع جائحة كوفيد-19، إضافة لاعتبار رقمنة هذا النوع من الأنشطة جزءاً من مواكبة التطور الهائل في أدوات الاتصال في العالم.
هل التدريب من النافذة الرقمية فعّال ومؤثر في تعزيز المهارات ونقل المعارف؟ ما هي التحديات التي تواجهها المنظمات غير الربحية وكيف يمكن أن نتغلب عليها؟ هل التجربة جديدة وطارئة أم أنّها امتداد لجهود سابقة وتطوّر طبيعي؟ في مجتمعات عربية مليئة بالإشكاليات التقنية والثقافية، كيف يواكب المجتمع المدني التطوّرات ويحدّث أدواته ويعالج الفجوات؟

Training and capacity-building are considered to be one of the major interventions spearheaded by civil society organisations in Palestine and the Arab region. They constitute an important tool to mobilise the public and enhance its community response. In this context, the session will discuss the challenges facing this sector in terms of providing training services using digital tools, especially given the major transformation in service provision amid the COVID-19 pandemic. Digitising this type of activity enables us to keep up with the massive development in communication tools around the world.
Is digital training effective and influential in enhancing skills and transferring knowledge? What challenges do non-profit organisations face and how can they be overcome? Is this experience new and sudden or is it an extension of previous efforts and a natural evolution? With the numerous technical and cultural problematic issues in Arab societies, how will civil society keep up with developments, modernise its tools and bridge the gaps?

مع انتشار محتوى عربي سام عبر منصات التواصل الاجتماعي (تويتر مثالاً)، أصبح من الضروري أن يُكشف تلقائياً عن المحتوى السام المنشور من أجل تسهيل حظر حسابات المتنمّرين وناشري خطاب الكراهية والمناهضين للنسوية. أتاح علم معالجة اللغات الطبيعية، إلى جانب تقنيات التعلم الآلي، إمكانية تطوير أنظمة الكشف التلقائي عن المحتوى السام عبر الإنترنت. ولكنّ تطوير مثل هذه الأنظمة للمحتويات النصية العربية يعوقه نقص الموارد المطلوبة باللغة العربية والمشروحة (الموسومة) لأنواع مختلفة من المحتوى السام الموجود على تويتر.

تركز مداخلة الدكتورة هلا ملقي على معايير بناء قواعد بيانات مرجعية لخطاب الكراهية ولغة كراهية النساء على منصة تويتر. كما ستتطرق الصحافية لونا صفوان إلى خطاب الكراهية الموجّه ضد النساء، والصحافيات بشكل خاص، عبر منصة تويتر. وستناقش كيفية التعامل مع خطاب الكراهية ومسألة تعرّض الصحافيات للكراهية عبر الإنترنت اكثر من الصحافيين. بالإضافة إلى ذلك، يستعرض الصحافي تحسين الزركاني قاموساً لرصد خطاب الكراهية في منصات التواصل الاجتماعية في العراق، عبر تويتر بشكل خاص، تم إعداده بالتعاون مع مختبر تقنيات السلام الأمريكي.

With the widespread of Arabic toxic content across Twitter sphere, the automatic detection of online toxicity is highly needed to facilitate the prohibition of the accounts of bullies, hate speech spreaders, and anti-feminists.
Natural Language Processing (NLP) along with Machine Learning (ML) techniques made it possible to develop toxicity automatic detection systems. Nevertheless, developing such systems for Arabic textual contents is hindered by the lack of needed Arabic resources annotated for the various types of toxic content found on Twitter. In this context, the session will focus on the intervention of Dr. Hala Mulki on benchmark datasets for hate speech and misogynistic language on twitter: taking Lebanese Twitter as an example. Journalist Luna Safwan will also address hate speech directed against women, female journalists in particular, on the Twitter platform. How can it be dealt with and are female journalists exposed to more hate online? In addition, journalist Tahseen Al-Zarkani will present a dictionary for monitoring hate speech on social media platforms in Iraq, on Twitter in particular, prepared in cooperation with the American Peace Technologies Laboratory.

Bringing in insights from various countries in the Arabic-speaking world, this session aims to highlight the digital reality of the LGBTQ+ community.  From cases of hate speech and online violence to the effects of COVID-19 on the work and needs of the community. Focusing on Egypt, Lebanon, Palestine, Sudan and Tunis each speaker will provide detailed accounts of how the LGBTQ+ community navigate online spaces and how that influences the work and support that is needed within the community.

تهدف هذه الجلسة من خلال جلب رؤى من مختلف البلدان في الدول الناطقة باللغة العربية، إلى تسليط الضوء على الواقع الرقمي للأشخاص ذوي التجارب الجنسانية الغير معيارية عبر تحليل حالات خطاب الكراهية والعنف عبر الإنترنت، إلى تأثيرات COVID-19 على عمل واحتياجات الأفراد. مع التركيز على مصر ولبنان وفلسطين والسودان وتونس، سيقدم كل متحدث ومتحدثة تقارير مفصلة عن كيفية تنقل الأفراد في المساحات عبر الإنترنت وكيف يؤثر ذلك على العمل والدعم المطلوب داخل المجتمع.

يُشارِك في تنظيم هذه الجلسة البرنامج الإقليمي "سلامات" وشبكة "إنسم"، وهي تُركِّز على أحد أكثر الفئات عُرضة للعنف الرقمي في منطقة الشرق الأوسط وشمال أفريقيا: النساء.
على الرغم من حاجت النساء إلى آليات دعم مختلفة ليتمكنّ من مواجهة هذه التجارب الصعبة، ما زال هناك نقص كبير في خدمات الدعم النفسي-الاجتماعي الفعّالة في المنطقة.

من خلال التعاون الوثيق مع الشركاء المحلّيين، يُطبّق برنامج "سلامات" في ستّة بلدان ضمن منطقة الشرق الأوسط وشمال أفريقيا، وهو يعمل مع الشركاء المحلّيين ويتبنّى نهجًا مُستمَدَّا من الصحّة العامّة لمواجهة مسألة السلامة الرقمية: فالسلامة الرقمية ليست مجرّد مسألة تقنية أو قانونية، بل هي أيضًا قضية من قضايا الصحّة العامّة لأنّها تطال كلّ منزل وكلّ أسرة. وهذا بدوره يمنع المجتمعات من تحقيق الإمكانات الكاملة للاقتصاد الرقمي. يُعالِج برنامج "سلامات" قضايا السلامة الرقمية من خلال أنشطة التوعية وبناء القدرات، ويُجري البرنامج أيضًا تدخُّلاتٍ نفسية-اجتماعية، وهو بصدد إنتاج أول دليل شامل للدعم النفسي-الاجتماعي في المنطقة.

تعمل شبكة "إنسم" مع المدوّنين/ات والناشطين/ات في العراق لتحديد الاحتياجات المتعلّقة بالسلامة الرقمية ومعالجتها. ومن خلال العمل مع الناشطات، حدّدت شبكة "أنسم" بعض المخاطر والتهديدات الخاصّة بالنوع الاجتماعي والموجّهة للنساء بشكل خاصّ، والتي تترك عواقب وخيمة على حالاتهنّ النفسية والمعنوية.

This session is co-organized by Salam@ regional program and INSM. It will focus on one of the most vulnerable groups to digital violence in the MENA region: women. While these victims/survivors require different support mechanisms to be able to cope with such difficult experiences, there is a significant lack of effective psychosocial support services in the region. Working closely with local partners, Salma@ is implemented in six MENA countries. Salam@ program works closely with local partners and adopts a public health approach to digital safety: digital safety is not only a technical or legal issue, it is also a public health issue as it affects all homes and families.
This in turn prevents societies from realizing the full potential of the digital economy. Salam@ addresses digital safety issues through awareness raising and capacity building activities. The program also engages in psychosocial interventions and is in the process of producing the first comprehensive psychosocial support manual in the region. INSM works with bloggers and activists across Iraq to identify and address their digital safety needs.
Through their work with female activists, INSM identified some specific gender targeted risks and threats that are particularly directed to women, and have devastating consequences to their psychical and emotional wellbeing

The content moderation policies of social media companies violate Palestinian digital rights, as it doesn't take into consideration the Palestinian context, and therefore Palestinian content is being takedown from these platforms. This session will discuss the impact of content moderation policies on Palestinian digital rights and the right to freedom of expression.

تنتهك سياسات إدارة المحتوى لشركات التواصل الاجتماعي الحقوق الرقمية الفلسطينية، فهي لا تأخذ بعين الاعتبار السياق الفلسطيني، وبالتالي تزيل المحتوى الفلسطيني من هذه المنصات. ستناقش هذه الجلسة تأثير سياسات إدارة المحتوى على الحقوق الرقمية الفلسطينية والحق في حرية التعبير.

تتطرّق هذه الجلسة إلى مناقشة الفرص والتحدّيات التي يواجهها اللاجئون واللاجئات السّوريون في لبنان في ما يتعلّق بالتعليم الإلكتروني أو بالتعليم عن بعد في زمن كوفيد-19. سنناقش أيضاً حقوق اللاجئين/ات الرقمية والدور الأساسي الذي تلعبه الانترنت في توثيق انتهاكات حقوق الإنسان في سوريا.

This session will discuss the opportunities and challenges that Syrian refugees in Lebanon face in relation to e-learning or distance education during COVID-19. We will also discuss the digital rights of refugees and the essential role that the internet plays in documenting human rights violations in Syria.

منذ عام 2011، ساهمت وسائل التواصل الاجتماعي بإيصال صوت الناشطين/ات المدنيين/ات وناشطي/ات حقوق الإنسان الى شعوبهم/ن، حاملةً رسائل الحرية والعدالة والمساواة ومكافحة الفساد، على الرغم من محاولة الكثير من الأنظمة والحكومات في المنطقة إسكات هذه الأصوات. بعد أن أثبتت محاولات الحكومات في تقييد الوصول إلى الإنترنت فشلها، لم تستطع السيطرة على وسائل التواصل، فاتّجهت الى مراقبة المحتوى على الإنترنت وإصدار عدة قوانين تهدف إلى تخويف الشعوب من استخدام وسائل التواصل الاجتماعي كوسيلة لرفع صوتهم/ن. في عدة دول عربية تشهد نزاعات مسلحة، استخدم نشطاء حقوق الإنسان وسائل التواصل لتوثيق الانتهاكات وجرائم الحرب والجرائم ضد الإنسانية ونشرها. لكنّ محاولات النشطاء كانت تصطدم دائماً بقيام مواقع التواصل الاجتماعي بحذف المحتوى، تارةً بدعوى الحضّ على العنف، وتارةً أخرى بحجة المحتوى القاسي.

في الفترة الأخيرة شهدت سوريا حادثة غريبة تمثّلت في حذف موقع فيسبوك لمقاطع فيديو نشرها نشطاء على صفحاتهم/ن عن مظاهرات في مدينة السويداء ضد الفساد، بحجة انتهاك حقوق الملكية لشركة انتاج إعلامي سورية مقربة من الحكومة السورية. أثار حذف الفيديوهات استهجان الكثير من الناشطين/ات داخل سوريا وخارجها، واعتبروه رضوخاً من فيسبوك لمحاولات حذف أخبار التظاهرات والانتهاكات التي حصلت في المدينة.

تركّز الجلسة على هذه القضية، وكيف حذف فيسبوك الفيديوهات وأوقف بعض الحسابات. كما تناقش كذلك قيام يوتيوب بحذف الكثير من مقاطع الفيديو التي توثق جرائم الحرب في سوريا واليمن.تتطرق الجلسة أيضاً إلى مسؤولية مواقع التواصل في حماية وتوثيق هذه المحتوى، وستحاول اقتراح توصيات لتفادي الوقوع في هذه الأخطاء استخدام هذه التوصيات لاحقاً في دول ومناطق أخرى.

Since 2011, social platforms have allowed civil and human rights activists to be heard by their peoples. They raised messages advocating for freedom, justice, equality and rebelled against corruption despite several attempts by regimes and governments in the region to silence them. Governments could not control social media after failed attempts to limit internet access, so they moved to monitoring internet content and issuing laws to intimidate people and keep them from using social media as a tool to speak out against oppression.
In several Arab countries marred by armed conflict, human rights activists used social media to document and publicize human rights violations, war crimes and crimes against humanity. However, activists’ attempts would always be foiled either when the social platforms deleted the content, under claims of inciting violence or publishing harsh content. Recently, Syria has recorded an odd incident where Facebook deleted a video activists posted on their page depicting demonstrations held in As-Suwayda against corruption, for allegedly violating the property rights of a Syrian media production company affiliated to the Syrian regime. The deletion of the videos sparked the backlash of many activists inside and outside Syria. They saw it as Facebook’s yielding to attempts to delete news regarding demonstrations and violations that took place in the city.
 The session will focus on this issue and how Facebook deleted the videos and suspended some accounts, in addition to YouTube also deleting many videos documenting war crimes in Syria and Yemen. I will also talk about the responsibility of social networks in protecting and documenting this content and suggest recommendations to avoid these errors. These recommendations could be later used in other countries and regions.

تستعرض الجلسة بحثاً حول الأخبار المضللة في فلسطين، وهو بحث استكشافي في القنوات والمضامين وطرق المكافحة لبناء آليات لمكافحة الأخبار المضللة عبر التنظيم الذاتي والمراصد والأبحاث بسبب خصوصية الوضع الفلسطيني.

يقدّم الباحث صالح مشارقة عرضاً عن بحث الأخبار المضللة ويناقش سبل المكافحة عبر المراصد والتنظيم الذاتي وأبحاث "ما بعد الحقيقة"، بينما يعقّب أنس ناصيف على البحث وعلى توصية البحث بخصوص مراصد التحقق العربية وطريقة عمل مرصد مسبار ومستقبل المراصد في المنطقة العربية.

This panel will present the research on Fake News in Palestine: Exploratory Research into Content, Channels and Responses, in order to develop mechanisms to combat fake news through self-organization, observatories and research, given the special situation in Palestine.
Researcher Saleh Masharqa will present research on fake news and discuss ways of resisting them through observatories, self-organization and research on “post-truth.” Meanwhile, Anas Nassif comments on the research and on recommendations regarding the Arab verification observatories and the way the observatory works and the future of observatories in the Arab region.

تهدف هذه الجلسة إلى استعراض سلسلة من التقاریر التي نشرتها "أكسس ناو" و"إمباكت الدولیة" لحقوق الإنسان حول مدى التزام شركات تزوید خدمة الانترنت في المنطقة العربیة واحترامها للحق في الخصوصیة وحمایة البیانات الشخصیة للمستفیدین من خدمة الإنترنت. تناقش الجلسة هذه التقاریر في ضوء .القوانین المتعلقة بالحقّ في الخصوصیة، كما تستعرض التوصیات اللازمة التي تطرّق لها التقریر
بالإضافة إلى ذلك، تستعرض الجلسة مختلف الأمثلة الواردة في التقریر حول انتهاك الحق في الخصوصیة وتأثیرها السلبي على حقوق المستخدمین بشكل .خاص وعلى التحول الدیمقراطي في بعض الدول العربیة بشكل عام.

This session aims to present a series of reports published by Access Now and Impact International for Human Rights on the extent of the commitment and respect of Internet service providers in the Arab region to the right to privacy and the protection of the personal data of beneficiaries of the Internet service. These reports will also be discussed in light of the laws related to privacy rights and make the necessary recommendations addressed in the report.
This session will also be devoted to discussing and reviewing the various examples mentioned in the report related to the violation of the right to privacy and their negative impact on the rights of users in particular and on the democratic transition in some Arab countries as well.

This session will introduce the concept of digital inclusion, highlight its applications and international laws related to it, as well as frameworks and steps to start the accessibility journey. It will also address the challenges in implementing digital accessibility, including the language barrier and language dependent solutions, as the world shifts to remote learning and operating in an unforeseen leap. We will also highlight quick fixes and resources to help in the process.

تتناول هذه الجلسة التعريف بمفهوم الشمولية الرقمية وإلقاء الضوء على تطبيقاته والقوانين الدولية المتعلقة بذلك. كما تتناول التحديات في تنفيذ الوصول الرقمي، بما في ذلك حاجز اللغة والحلول المعتمدة على اللغة أثناء تحوّل العالم إلى التعلم عن بعد والعمل في قفزة غير متوقعة.

نظراً لصعوبة الأوضاع الأمنية في اليمن ثم سياق العمل الناتج عن أزمة فيروس كورونا المستجد، أصبح التدريب الإلكتروني للصحفيين بأنواعه الورش التدريبية والإرشاد المستمر أونلاين هو النمط السائد. نستعرض في هذه الجلسة نتائج دراسة علمية حول الموضوع، سعياً لتطوير هذه التجربة في اليمن والبلدان المشابهة من حيث الظروف.

Given the difficult security situation in Yemen and the work conditions due to the COVID-19 crisis, online training for journalists—whether in the form of training workshops or continuous mentoring—has become the norm. In this session, we will present the outcomes of a scientific study on the matter and share our findings with interested organizations, so as to develop this experience in Yemen and countries facing similar circumstances.
